Forbidding idolatry and blasphemy as an atheist

Can an atheist be against idolatry and blasphemy?

If the Abrahamic God represents a Hypothetical Supreme Being and the HSB is an invaluable instrument of government, why would he blaspheme against it or allow others to do so?

Why would he allow idolatry when it is clearly more unifying for everyone in his society to worship the same HSB?
