All political problems are problems of morality ie people not doing what they are supposed to do. People don't do what they are supposed to do because the rules don't tell them to do what they are supposed to do, or there is a problem of enforcement. It is quite simple really.
The rules of patriarchy are markedly different to the rules of matriarchy. Patriarchy is hierarchical, rigid, transparent and accountable, matriarchy is egalitarian, fluid, opaque and unaccountable.
