Russia was never formally invited to join NATO as a full member. However, there were discussions and informal considerations about Russia's relationship with NATO, particularly in the 1990s and early 2000s, during a period of relative thaw in East-West relations following the Cold War.

In the early 1990s, after the dissolution of the Soviet Union, NATO sought to engage with former Warsaw Pact countries and Russia itself through cooperative frameworks rather than outright membership. This was not an invitation to join NATO but rather a mechanism for dialogue and military cooperation. 
A notable moment came in 2000, when then-Russian President Vladimir Putin, early in his tenure, reportedly asked NATO Secretary General Lord Robertson about the possibility of Russia joining the alliance. According to Robertson’s later accounts, Putin inquired, "When are you going to invite us to join NATO?" Robertson responded that countries don’t get invited—they apply, and NATO assesses based on its criteria. Putin reportedly dismissed the idea of Russia applying, suggesting it was beneath Russia to "stand in line" with smaller nations. This exchange highlights that while Putin may have floated the idea, no serious invitation or application process followed.

Later, in a 2001 interview with David Frost, Putin expressed openness to the idea of Russia joining NATO under certain conditions, stating it was conceivable if NATO treated Russia as an equal partner. However, this was more a rhetorical stance than a concrete proposal, and NATO never extended a formal membership offer.

Relations deteriorated over time due to geopolitical tensions—such as NATO’s expansion into Eastern Europe, the 1999 Kosovo intervention, and subsequent events like the 2008 Russo-Georgian War and the 2014 Ukraine crisis—making any notion of Russian membership increasingly untenable. Instead, NATO and Russia established the NATO-Russia Council in 2002 to foster cooperation, but this too faltered amid mutual distrust.

In short, while there were moments of dialogue and hypothetical discussions, Russia was never officially invited to join NATO, and its leaders never pursued membership in earnest.
